Sell a Fire Damaged House in West Philadelphia

Most of Philadelphia is attached on both sides. Large parts of West Philadelphia are not, and the difference between one party wall and two is worth more than most owners realise.

One Party Wall Instead of Two

A twin is attached to a single neighbour. That halves the hardest and least predictable part of any Philadelphia demolition: instead of shoring, weatherproofing and rebuilding two exposed faces while negotiating with two owners, there is one of each.

A city-ordered demolition on a property left alone costs upward of $30,000 and is billed to the owner, so avoiding that route matters. Combined with the deeper lots and side yards common in this part of the city, that makes clearance a genuinely available route here in a way it is not in the tight row belt. The citywide rules are on our page covering Pennsylvania disclosure, bad faith and transfer tax.

Does a Twin Cost Less to Demolish Than a Row Home?

Substantially, because only one party wall is exposed rather than two, and there is usually genuine side access for equipment rather than a route through the house. On a fully detached property in this area the party wall problem disappears altogether, which is rare in Philadelphia.

Bigger Houses Change What Fire Does

The twins and larger houses date largely from the 1890s through the 1920s, typically three storeys with attics. The combined realty transfer tax is 4.578%, being 3.578% city and 1% Commonwealth. A city-ordered demolition costs upward of $30,000 and is billed to the owner, and an unsafe notice carries a 6 day appeal window under Philadelphia Code PM-108.1.

West Philadelphia's Victorian and Edwardian stock is larger and taller than the two-storey rows to the east: three storeys with attics, wide staircases, and substantial wood framing throughout.

Fire behaves differently in that. Open stairwells carry it upward quickly, and a fire that starts on a lower floor more often reaches the roof structure than it would in a compact two-storey row. Against that, these houses have more surviving structure to work with when the fire is contained, and the masonry is frequently stone or heavy brick rather than the thinner party walls further east.

Is a Burned West Philadelphia Twin Worth Restoring?

Often, and the deciding factor is usually the roof structure rather than the walls. Where fire reached the top floor and the roof framing throughout, a large house becomes an expensive rebuild. Where it was contained below that, the masonry and the remaining framing give a rehabber a great deal to work with.

We publish no construction cost figures for this area. The stock ranges from modest twins to very large houses and a per-square-foot number spanning that range would be meaningless. A contractor familiar with Victorian framing is the right source.

The Detail That Catches People

Citywide there are roughly 4,000 properties classified unsafe and about 120 designated imminently dangerous, and an unsafe notice carries a 6 day appeal window rather than 30. A great many of these houses have been divided into apartments over the decades, sometimes with permits and sometimes without. After a fire that history surfaces, because the city looks at what may lawfully be rebuilt rather than at what was there, and because tenants may be involved.

Establish the permit position and the tenancy position before soliciting offers. A buyer will pull the record either way, and finding it themselves gives them a reason to reduce rather than a reason to walk.

West Philadelphia in Context

Where houses are attached on both sides and clearance is correspondingly harder, see our page about a neighbourhood of tight two-storey rows. The other part of the city with older stone construction and genuinely detached houses is covered on our page for an area of older stone housing.

West Philadelphia Questions

Is My House a Twin or a Row?

A twin shares one wall; a row shares two. It is worth confirming rather than assuming from the street, because it materially changes what clearance costs.

The House Was Divided Into Apartments.

Establish whether that was permitted and whether anyone was in occupancy. Both affect what may be rebuilt and what notice may be owed.

The Fire Reached the Third Floor.

That is usually the expensive case in this stock, because it takes the roof framing with it. Worth an engineer's view before accepting a figure priced as a repair.
