Stone Behaves Differently From Brick
Much of Germantown's older housing, built between the 1750s and the 1890s, is in Wissahickon schist and other local stone, in walls commonly 18 to 24 inches thick, against the brick party walls of 9 to 13 inches that dominate the rest of the city.
After an interior fire that mass usually works in an owner's favour: heavy stone walls frequently come through intact when the wood structure inside them has been destroyed. But stone is not automatically sound because it is standing. Heat can affect the mortar and the bedding, and the firefighting water compounds it, and a stone wall that has lost its mortar integrity is a different proposition from a brick one. The combined realty transfer tax is 4.578%: 3.578% city plus 1% Commonwealth, due within 30 days of the deed reaching the Department of Records. Germantown contains some of the oldest surviving housing in Philadelphia, and a meaningful share of it carries historical significance. Where a property is designated or sits within a district, demolition and the design of any replacement are reviewed rather than simply permitted.
For a fire file that has the same effect as everywhere else it applies: it narrows the clearance route and raises what the surviving structure is worth, because rebuilding within an existing envelope avoids much of what a replacement would attract.
